  • Estimate Pay: $85,000 - $90,000 (negotiable)
  • Type of Employment: 40 hours per week.
  • Period of Performance: 30 September 2025 31 May 2027 (Option to Extend Services)

Working Hours

Work will be scheduled generally from 0730 a.m. to 1630 p.m., Monday through Friday. However, there may be times when the employees must work after duty hours and/or on weekends to support specific tasks. Although the schedule may have to be flexible, it will not exceed 40 hours per week. Temporary alternate work locations may be assigned.

Summary:

The Senior Engineering Manager will support the Prototyping Cell Engineering Management, Scientific Research Support Team. The Rapid Prototyping Cell Team Medical Service

research interests are in creating high-performance, integrated systems for individualized

operations-enhancing health protection. The Rapid Prototyping Cell Team supports Air Force Medical Service research interests by developing high-performance, integrated systems that enhance individualized operations and improve health protection.

Mandatory Qualifications

  • Shall possess a minimum of a bachelor's degree in a technical science or engineering discipline.
  • Shall possess acquisition or engineering project/program manager background, with at least 5 years demonstrated experience supporting acquisition programs for the Department of Defense (DoD)..
  • Shall possess at least 2 years demonstrated experience managing military system development programs, including performing design reviews, risk management strategies, DoD stakeholder engagement, and advanced technology or system demonstration, test, and evaluation.
  • Shall possess proven ability to effectively communicate technical information to diverse audiences (technical, sensitive, controversial), including experience delivering briefings to senior military leaders and supporting project/program reviews.
  • Demonstrates strong listening skills, attention to nonverbal cues, and proactive identification and resolution of communication issues.
  • Shall possess the ability to create clear and concise technical reports and presentations, ensuring accuracy and clarity in conveying complex information.
  • Possess a working knowledge of industry acumen to assist with compliance of policies, procedures, standards, and regulations in support of the Department of the Air Force.
  • Shall possess the technical and analytical ability to define or recognize the dimension of the problems involved, to collect the necessary data to establish the facts, and recommend action based upon application or interpretation of established guidelines.

  • Shall be proficient in Microsoft software programs for example Word, Outlook, PowerPoint, Excel, OneNote, and Project.
  • Shall be able to be granted a Secret Clearance, with the initiating of the investigation immediately upon award.
  • Shall have a signed Non-Disclosure Agreement (NDA) in place with their company based on the potential access to confidential, proprietary, and/or sensitive information. NDA shall be provided to the Government Program Manager by start of performance.

Highly Desired Qualifications:

  • Bachelor's degree in Industrial Hygiene, Environmental Science, Occupational Health, Preventive Medicine or a related field.
  • Current Secret Clearance.
  • Possesses 10+ years of Department of Defense (DoD) Engineer experience.
  • Possesses 5+ years of DoD Program management experience.
  • Has familiarity with military and medical terminology demonstrated by experience.

Duties/Responsibilities:

  • Shall assist with technical and program management activities including Air Force budget/financial assessment and support obligation and expenditure reporting to include communicating with financial support staff; and contract development, management, and reporting to include verification of deliverables against contracts; procuring/receiving supplies/equipment; technical writing; noting and reporting program contractual discrepancies; communicating and coordinating contractual activities to appropriate parties.
  • Shall assist designated 711th Human Performance Wing (HPW)/Air and Space Biosciences Division (RHB) technical professionals and management collecting procurement requirements, developing procurement packages, and disseminating information to include, project/program briefings, cut-off dates for submitting supply and equipment requirements, and changes or proposed changes to procedures affecting Air Force Research Laboratory (AFRL) / 711th HPW supply support services.
  • Shall assist with compliance of policies, procedures, standards, and regulations in support of the 711th HPW contracting and procurement processes.
  • Assist in drafting a WBS along with engineering plans and assist with technical execution for each effort.
  • Shall assist with contracting and procurement data maintenance created for Government use or legally controlled by the Government in support of the functional activity, or required by AF publication, in accordance with (IAW) with the AF records management procedures in AF Instruction (AFI) 33-322, Communications and Information and the Air Force Records Disposition Schedule. The contractor personnel shall support the maintenance and updates of 711th HPW, Human Effectiveness Directorate (RH) Project File System.
  • Shall provide and maintain purchase transaction statistics to resource managers and program management, as requested.
  • Assist with budget tracking, guidance of schedule, and assessing the performance of bench level engineering.
  • Shall provide capability to collect, analyze and appraise acquisition data required to draw conclusions and work with the 711th HPW/RHB portfolio program managers to devise solutions to problems relating to improvement of acquisition effectiveness and compliance.
  • Shall assist with drafting of technical writing, to include but not limited to, technical reports, proposals, presentations, and deliverables.
  • Shall perform and complete assignments involving work with multi-disciplinary and dynamic groups.
  • Shall establish and maintain a constant and effective working relationship within the division, the directorate, 711th HPW, Air Force Major Commands (MAJCOMs), Air Staff, academia, business, and industry customers, partners, and stakeholders for coordination, support, and changes to the scope of assigned work.

  • Shall recommend solutions to improve processes and maximize mission accomplishment through efficient utilization of resources, assist with resource estimates for solutions for DoD modernization needs, and provide resource analysis support for execution of research and development projects.
