Job Purpose:

The Director of Strategy and Policy Department is responsible for developing and implementing the Commission's strategic direction to enhance the efficiency of the architecture and design sector. This involves translating the Commission's roles into actionable initiatives and projects, designing supporting elements such as execution plans, annual budgets, and operational models. The role also includes developing initiative concepts, analyzing the sector's regulatory environment, and proposing new systems, regulations, and policies. Furthermore, the department is tasked with measuring the Commissions performance, collecting and analyzing sector data, and generating performance reports for both the Commission and the broader sector.

Key Responsibilities:

Leadership / Supervisory Duties:

• Develop internal plans for team-building and continuous learning to ensure high-quality outputs.
• Manage and oversee the performance of subordinate organizational units, including reviewing and approving reports and deliverables.
• Set annual departmental objectives and KPIs, ensuring alignment with
  higher-level strategic goals, and monitor their implementation, taking
  corrective actions as needed.
• Approve the departments annual budget and ensure staff operate within
  allocated resources through defined responsibilities and targets.
• Prepare the departments operational plans to achieve strategic goals and ensure appropriate execution measures are in place.
• Implement approved policies and procedures and adhere to designated
  processes to achieve departmental objectives.

Core Duties:

• Execute approved departmental policies and procedures to achieve desired goals.
• Comply with internal cybersecurity policies and regulations.
• Perform any additional duties as assigned by the direct supervisor.

Strategy and Policy Development:

• Lead the identification of sector service needs, the development of new
  services, and the improvement of existing services offered by the Commission.
• Develop regulatory frameworks in alignment with relevant entities and central government bodies.
• Regularly conduct assessments and benchmarking to identify sector
  opportunities and gaps, ensuring coordination with the Ministry of Culture's Strategy and Policy Department.
• Lead the analysis of the sector's regulatory environment, proposing laws, regulations, and policies, and identifying and prioritizing key sector policies for development and implementation after obtaining necessary approvals.
• Lead the continuous review and updating of the Commissions strategy,
  collaborating with departments to develop initiative-specific strategies.
• Lead the development of initiative concepts and their associated projects.
• Lead the creation of the Commissions annual execution plans.
• Lead the preparation and tracking of the Commissions annual budget,
  generating relevant reports for leadership.

Sector Performance Management:

• Lead the development of key performance indicators (KPIs) for the sector, setting targets, and establishing a systematic monitoring mechanism, presenting performance reports to the Commissions leadership.
• Lead the development of Commission-level KPIs and ensure they are cascaded to relevant departments and initiatives.
• Lead the development of reports based on sector data and share them with stakeholders.

Qualifications and Requirements:

• Education Level: Bachelors Degree
• Minimum Years of Experience: At least 8 years

الغرض من الوظيفة
تطوير استراتيجية تترجم أدوار الهيئة من خلال مبادرات ومشاريع تسهم في رفع كفاءة قطاع العمارة والتصميم وتصميم الجوانب الداعمة لتنفيذ الاستراتيجية بما في ذلك خطط التنفيذ والميزانيات السنوية ونماذج التشغيل. تعنى الإدارة بوضع التصورات الخاصة لكل مبادرة، وتحليل البيئة التنظيمية للقطاع واقتراح مشاريع الأنظمة والتنظيمات والسياسات. كما تعنى الإدارة بقياس أداء الهيئة وجمع وتحليل بيانات القطاع وتقديم تقارير الأداء للهيئة والقطاع.


المهام والمسؤوليات
المهام القيادية / الإشرافية
وضع خطط داخلية لتطوير ثقافة بناء الفريق، والتعلم المستمر لضمان تقديم العمل بأعلى مخرجات وكفاءة.
ادارة الوحدات التنظيمية التابعة للإدارة، ورقابة أداءها، واعتماد تقاريرها ومخرجاتها.
تحديد الأهداف السنوية للإدارة ومؤشرات الأداء الرئيسية والتأكد من أن الأهداف تتوافق مع أهداف الإدارة المباشرة ومتابعة تنفيذها وتصحيح الفروقات ان وجدت.
اعتماد الميزانية السنوية للإدارة والتأكد من أن جميع الموظفين يعملون ضمن الميزانية المخصصة من خلال تحديد الأهداف والمسؤوليات المطلوبة
إعداد الخطط التشغيلية اللازمة للإدارة لتحقيق أهداف الإدارة والتأكد من اتخاذ التدابير المناسبة لتنفيذ الخطة.
تنفيذ سياسات وإجراءات الإدارة المعتمدة واتباع الإجراءات المحددة من أجل تحقيق أهداف الإدارة

تطوير الاستراتيجية والسياسات:
قيادة تحديد متطلبات القطاع من خدمات وتطوير خدمات جديدة مع تحسين الخدمات الحالية التي تقدمها الهيئة، وتطوير اللوائح التنظيمية في القطاع بالمواءمة مع الجهات ذات العلاقة ومركز الحكومة، وإجراء تقييم ومقارنة معيارية للوضع الراهن بشكل دوري لتحديد أهم الفرص والفجوات في القطاع، وتحقيق المواءمة بشكل منتظم مع إدارة الاستراتيجيات والسياسات في وزارة الثقافة
قيادة تحليل البيئة التنظيمية للقطاع واقتراح مشاريع الأنظمة والتنظيمات والسياسات وتحديد السياسات ذات الأولية للقطاع وتطويرها والعمل على تنفيذها بعد أخذ الاعتمادات اللازمة
قيادة متابعة وتحديث استراتيجية الهيئة والعمل مع الإدارات المختلفة في الهيئة في تطوير استراتيجيات مبادرات الهيئة
قيادة وضع التصورات الخاصة لكل مبادرة ومشاريعها
قيادة تطوير الخطط التنفيذية السنوية للهيئة
قيادة إعداد ميزانية الهيئة السنوية ومتابعتها والخروج بالتقارير اللازمة لقيادة الهيئة
إدارة أداء القطاع:
قيادة تطوير مجموعة من مؤشرات الأداء الرئيسية للقطاع ووضع مستهدفاتها، وإنشاء آلية لمتابعة أداء القطاع بطريقة منهجية ومنظمة، وإعداد تقارير أداء القطاع وعرضها على قيادة الهيئة
قيادة تطوير مؤشرات أداء الهيئة واسقاطها على الإدارات المعنية والمبادرات
قيادة تطوير التقارير المبنية على بيانات القطاع ومشاركتها مع المستفيدين
