Job: Expert Research – Senior Manager Job Code: ER/2026 Age limit : up to 40 years Level/Grade: L3 (Expert) Job Nature : Contractual and non-statutory Overview: The Senior Manager Research – Expert will lead analytical, research, and policy‑support initiatives related to technology sector licensing and national technology development. The role is responsible for designing and refining classification and licensing frameworks, developing sector‑specific policy recommendations, managing national technology studies, and ensuring research excellence across assigned domains. The position requires strong analytical capability, structured thinking, precision in documentation, and the ability to engage effectively with internal teams, external stakeholders, and policy consultants. Key Responsibilities: Develop, refine, and maintain classification and licensing frameworks for technology businesses and emerging technology sectors. Prepare concept notes, research reports, sectoral analyses, value‑chain reviews, benchmarking studies, regulatory assessments, and policy presentations, both internally and through commissioned research. Formulate and update sector‑specific evaluation criteria to support and strengthen the organization's licensing processes. Lead project management activities for National Technology Strategy Studies, including preparation of concept papers, RFPs, NDAs, advertisements, guidance documents, and coordination with consultants and stakeholders. Conduct research on national and international regulatory practices, technology governance models, and policy trends to support evidence‑based decision‑making. Administer research operations, including procurement and management of research databases, securing permissions and approvals, preparing minutes of meetings, and producing internal/external reports. Experience Requirements 5 years of relevant experience in research, policy research, or policy formulation, preferably within the public sector. Demonstrated expertise in drafting high‑quality reports, analysis papers, and publications. Prior experience in a regulatory authority or policy‑focused organization is desirable. Essential Skills & Competencies Strong attention to detail with a meticulous and structured approach to research. Ability to work independently with minimal supervision. Capability to manage workstreams internally and through third‑party research partners or consultants. Effective coordination, communication, and stakeholder‑management skills. Strong interpersonal skills with the ability to collaborate across multidisciplinary teams. Education Requirements Bachelor's degree (16 years of education) in Engineering, Information Technology, Natural Sciences, Engineering Management, or Business from an HEC‑recognized institution. Master's degree in a relevant discipline is desirable and will be considered an advantage.
