The Opportunity We are partnering with a mission-focused organization to identify an Administrative Specialist II (OSS) to support the U.S. Department of State (DoS) , Bureau of Administration, Office of Operations ( A/OPR ) in Washington, D.C. This role is designed for a highly organized administrative professional who can independently manage office operations, support executive-level correspondence and coordination, and contribute to program and process efficiency in a fast-paced federal environment. Job Overview The Administrative Specialist II provides operational and administrative support services to efficiently and effectively support DoS A/OPR. This role performs administrative management functions, maintains office systems, produces high-quality correspondence and presentations, supports procurement and property processes, and assists with program/management analysis to ensure compliance with policy and procedures. Key Responsibilities Administrative Management & Office Operations (25%) Perform administrative management tasks including interpreting administrative policies, implementing local procedures, defining office requirements, and advising management on related issues. Independently resolve administrative problems, maintain administrative systems, and prepare required administrative paperwork. Ensure workflows, work distribution, and office processes are efficient; identify issues and recommend improvements. Executive Support, Correspondence & Coordination (25%) Compose correspondence for signature; route documents for action and follow up to ensure completion. Greet visitors and manage calls; follow up on communications and ensure outstanding issues are addressed. Review outgoing correspondence for compliance with policy and organizational procedures; instruct staff on correct preparation standards. Assemble information for reports/responses to inquiries and draft correspondence not requiring technical knowledge. Meetings, Reporting & Presentation Development (20%) Ensure documents are well-written, properly formatted, timely, complete, and coordinated across affected organizations. Oversee meeting minutes, presentations, reporting documents, and the compilation/filing of project documentation. Use PowerPoint, Excel, and Access to develop charts, slides, and exhibits for senior-level presentations; verify data accuracy and recommend refinements. Data Compilation, Research & Program Support (15%) Collect, compile, research, and track data/program information supporting OPR program functions; coordinate across divisions and occasionally with other bureaus. Make difficult-to-obtain information searches, compile findings, and share with appropriate stakeholders. Procurement, Property & Financial Process Support (15%) Assist with procurement tasks including preparing procurement requests and reviewing purchase orders for supplies and non-expendable property. Coordinate property management to ensure assets are labeled/accounted for in the Integrated Logistics Management System; complete annual property reports. Submit purchase requests via Ariba for contract services; support proper financial/procurement procedures per FAM in coordination with budget/finance SMEs, and track expenditures/financial plans. Depending on business needs, respond to service calls from building occupants and enter/track requests in a computerized maintenance management system. Job Scope This role supports a mission-critical federal office where professionalism, discretion, and operational precision are essential. The Administrative Specialist II interfaces with leadership, staff, and cross-bureau partners to keep administrative operations running smoothly, ensure documentation quality, and maintain compliant procurement, property, and financial tracking practices. Skills & Experience Minimum Qualifications U.S. Citizenship required. Education: High School Diploma required; Bachelor's degree in Business Administration, Computer Science, or related field preferred. Experience: Five (5) years of increasingly responsible administrative assistant/secretarial experience (preferably including 2 years supporting executive-level management). Security Clearance: Secret (required). Program/Analysis Experience: One (1) year of specialized experience using quantitative/qualitative techniques to analyze and evaluate complex mission-oriented programs/projects. Mastery applying analytical and evaluative methods to improve efficiency and effectiveness of program operations or administrative support functions; knowledge of relevant laws/regulations/policies impacting resource usage. Skill in adapting analytical techniques and evaluation criteria to measure and improve program effectiveness and organizational productivity. Preferred Qualifications Strong proficiency in Microsoft Office (PowerPoint, Excel, Access), including building polished executive-ready presentations and data-driven exhibits. Experience supporting procurement and property workflows (e.g., Ariba; asset tracking systems) in a regulated environment. Demonstrated ability to coordinate across multiple stakeholders, manage competing priorities, and maintain high-quality writing standards under deadlines.
